143. Where the by-law must be the subject of a poll, the poll is held on the date fixed by the council and in accordance with the procedure prescribed by articles 474 to 485 of the Municipal Code (chapter C-27.1).
If no poll is to be held, the by-law is deemed to have been approved by the persons qualified to vote.
