138. At least five clear days before the date of publication of the notice provided for in section 139, the secretary-treasurer of the municipality must publish a notice addressed to the lessees and owners of immoveables situated in a zone or sector adjacent to that which is the subject of the by-law.
The notice must indicate the right of the persons to whom it is addressed to be present at the public meeting, to demand that a poll be held and to vote on the by-law, if such is the case, and the manner in which such rights may be exercised; it must also contain the particulars set forth in section 139.
Persons who are lessees or owners of immoveables situated in a zone or sector adjacent to that which is the subject of the by-law, and, in the case of natural persons, who are of full age and Canadian citizens, are qualified to vote, upon presentation to the secretary-treasurer of the municipality, within five days following the date of publication of a public notice contemplated in the first paragraph, of a petition signed by at least twelve of such persons or by a majority of them if their number is less than twenty-four.
