12. The Commission consists of twelve members chosen from those groups of persons who because of their activities are likely to contribute to the study and solution of the legal problems of the underprivileged and appointed by the Government after consultation with these groups. The Government shall appoint a chairman and a vice-chairman from among those members.
The Commission also includes the Deputy Minister of Justice or his representative and the Deputy Minister of Manpower, Income Security and Vocational Training or his representative who are members of the Commission in an advisory capacity without the right to vote.
