66. A general election to elect the mayor and councillors shall be held every three years, on the first Wednesday of November.

The term of office of the members of the council of a newly constituted village in an even-numbered year shall expire on the following year, in accordance with section 34.
In the case of a newly constituted municipality, the first general election shall be held on the tenth Wednesday following the constitution of such municipality.
