The owners, lessees or occupants of houses, buildings or lands in the territory of the municipality shall, whether the lighting system belongs to the municipality or to others, permit the pipes, wires, lamps and posts necessary for the lighting for public purposes to be placed on their houses, buildings or lands, subject to the payment of actual damage, if any be occasioned thereby.
