90. The Minister of Lands and Forests is, however, authorized to issue, without public auction and without previous notice, special permits effective for a period not exceeding five years from the day on which they are issued, to cut timber on vacant public lands to an extent not exceeding 300,000 cubic feet annually per permit, in consideration of the payment of annual stumpage dues and according to the conditions provided by law and in the regulations in force and in the order-in-council authorizing the issuing of such a special permit.
The quantity may be increased to one million cubic feet when the timber cut is intended to be sawn in a sawmill the operating of which is an economic necessity for a neighbouring locality.
Any permit issued under the two preceding paragraphs may be cancelled by the Minister at any time if the holder thereof fails to pay the annual stumpage dues required or to comply with the conditions provided by law and in the regulations in force or by the order in council authorizing the issue of such a special permit.
No person shall obtain, during the same period, more than one of the special permits above-mentioned, or a new permit without having fully paid up all monies which such person owes to the Crown.
All timber cut under such special permits must be manufactured or utilized within the Province of Québec.
