86. All timber cut without licence not more than sixteen kilometres from the boundary line dividing Québec from the United States or from any neighbouring Province, as soon as it shall have been established that the said timber has been cut unlawfully and that the due seizure thereof has been made, may be at once sold by the person duly authorized for that purpose, without his being obliged to give the notice and delay required, under similar circumstances, for any other part of Québec.
