5. The Government may authorize the Minister of Energy and Resources to grant a reduction in stumpage dues to timber limit holders who carry out, under the direction of forestry engineers, work or improvements according to sylvicultural data to ensure better planning of operations and more rational working of the forest. The reduction granted must not exceed the cost of the technical labour employed in carrying out such work or improvements.
