21. The Gouvernement may authorize the Minister of Lands and Forests to grant a public land to any person whose land, which he holds as owner or as the holder of timber limits, has been or is to be flooded as the result of the construction of a dam by the Gouvernement or one of its mandataries or is otherwise required for the construction of such a dam or related works.
The lands granted in exchange must be of the same value and tenure. Nevertheless, the Gouvernement may grant the right to cut standing timber on public lands in exchange for lands held by an owner or limit holder.
The lands or timber limits taken in exchange must be retroceded to the Crown free of all charges, before the grant in exchange is made.
The value of the lands or timber limits retroceded and of those given in exchange must be previously determined after inventory.
