2. The term “public lands” shall apply to lands heretofore designated or known as “Crown lands” and “clergy lands” ; which designation, for the purposes of administration, shall still continue.
The expression “public lands” comprises the parts of the bed of the St Lawrence river and of the Gulf of St Lawrence which belong to Québec by right of sovereignty.
