16. The Government may set apart and appropriate such Crown lands as it deems expedient for the sites of wharves or piers, market-places, house of detention, court-houses, public parks or gardens, town-halls, hospital centres, places of public worship, burying-grounds, schools, agricultural exhibitions or for other like public purposes, or for model or industrial farms; and, at any time before the issue of letters patent therefor, may revoke such appropriation as seems expedient.
It may make free grants for the purposes aforesaid, provided the purpose and use for which they are made be expressed in the letters patent.
