141. Any person who, in any part whatsoever of the forest, in cleared fields and other places, smokes while performing any work or while travelling, unless he does so in a closed vehicle, or throws or drops on the ground matches, cigarettes, cigars, burning tobacco, wads from fire-arms, ashes or any other burning substance, without extinguishing the same immediately and completely, shall be guilty of an offence and liable, upon summary prosecution, to the penalties provided by section 148.
