125. Notwithstanding sections 123 and 124, a person is nevertheless permitted to make a camp fire or a fire to clear residential or vacation resort land. Such person shall:(1) Select the locality near which there is the least vegetable matter, dead wood, branches, brushwood, dry leaves or resinous trees;
(2) Clear the place in which he is about to light his fire, by removing from the soil, within a radius sufficient to prevent the fire from spreading, all vegetable matter and dead wood as well as all branches, brushwood and dry leaves;
(3) Totally extinguish the fire before quitting the place.
However, when there is a danger of forest fire, the Minister may forbid every person, even in cases contemplated in this section, from making a fire in the forest without the special authorization or the permit contemplated in section 123.
