118. The Minister may, on conditions that the Government determines by regulations made under section 120, enter with the owner of a private forest or an association of such owners, into an agreement by which he entrusts him or it with the management of public lands intended for forest operations situated in rural areas to remedy the parcelling out of private forests, promote the establishment or consolidation of forest undertakings or facilitate the management of forested areas.
