111. When no public lands are accessible and available for the establishment of a township forest required in the public interest, the Government may authorize the Minister to make, on the conditions it determines, exchanges with the owners of forest lands or with the holders of timber limits, or to withdraw all or part of the timber limits in accordance with section 93.
