109. The Minister may, with the approval of the Government, grant licenses to cut timber in a township forest when certain woods remain unused or insufficiently exploited once the domestic requirements of the inhabitants of the territory for which the township forest has been established have been met, or cutting for clearing and salvage is required owing to the advanced maturity of certain trees, fires, insect infestations or cryptogamic diseases.
Such licenses to cut timber must be granted by preference for the operation of saw-mills in the neighbouring region. Section 90 shall apply mutatismutandis to such licenses.
