Two or more judges discharging their duties in the same district may and shall, whenever the despatch of business requires, sit at the same time and at the same place, but in separate apartments, in term or in vacation, and each shall have jurisdiction to hear and determine all cases and matters submitted to him, and the same power as if he were the only judge sitting in such place.
