The council shall examine the complaint; it may, for that purpose require from any person the information it deems necessary and, if the complaint is lodged against a judge of the Youth Court, examine the relevant record of that court even if the record is confidential under the Youth Protection Act (chapter P-34.1).
If the complaint is lodged by a member of the council, he cannot participate in the examination of the complaint by the council.
