The Government may confer upon any justice of the peace, in addition to the powers he may exercise within the boundaries of the territory under his jurisdiction, the power to administer to any person, in any part of Québec mentioned in the order-in-council appointing him, and in his commission, an oath for the making of any affidavit or declaration in connection with, required or exacted by, or which may be given in virtue of any law, except in criminal matters.
