29. A commissioner hears and decides, alone, applications that are within the jurisdiction of the board.
However, the chairman, or the vice-chairman designated by him for that purpose, may increase the number of commissioners for a hearing to five; he shall in that case designate one of them, from among the judges, advocates or notaries, to preside.
