6. The Government may also, by regulation:

(a)  order the regrouping, into one or more agencies or associations, of carriers who hold a permit for the transport of any bulk material mentioned in section 18;

(b)  prescribe the standards and conditions of recognition by the Commission of any carriers’ agency or association of carriers contemplated in paragraph a.

(b)  prescribe the standards and conditions of recognition by the Commission of any carriers’ agency or association of carriers contemplated in paragraph a.

(a)  order the regrouping, into one or more agencies or associations, of carriers who hold a permit for the transport of any bulk material mentioned in section 18 or for transport by taxicab;

(b)  prescribe the standards and conditions of recognition by the Commission of any carriers agency or association of carriers contemplated in paragraph a and any school board, association or federation of school boards for the purposes of subparagraph k of the first paragraph of section 32.
