54. Any party, any intervening party and the Attorney General may appeal from a decision of the Commission. The Attorney General may, exofficio and without notice, take part in the hearing as if he were a party thereto.

54. The quorum of the Tribunal is fixed at two judges. A majority of the judges of the Tribunal may adopt the rules of practice considered necessary for the proper carrying out of this division. They shall come into force ten days after their publication in the Gazette officielle du Québec.
