17.9. A decision rendered by a person designated by the Minister under section 17.8 is a decision of the Commission which may be reviewed on the same grounds and in the same manner as any other decision.

17.9. A decision rendered by a person designated by the president under section 17.8 is a decision of the Commission.
A decision described in the first paragraph may be reviewed on the same grounds and in the same manner as a decision rendered by a sole member.
