12. The council shall transmit to the Minister, not later than 30 June each year, a report of its activities for the preceding fiscal year.

The Minister shall table the report in the National Assembly within 30 days of receiving it if it is in session or, if it is not sitting, within 30 days after the opening of the next session or after resumption.

12. The functions of the council shall be:

(a)  to advise and make suggestions to the Minister on any question which he submits to it;

(b)  to study, at the request of the Minister, any problem relating to the application of this act and submit reports and suggestions thereon to him;

(c)  to perform any other advisory function which the Government or the Minister may confer upon it.
