36. When the Commission refuses to grant an application, it notifies the applicant in writing of its decision.
Before refusing to grant its authorization, the Commission must notify the prior notice prescribed by section 5 of the Act respecting administrative justice (chapter J-3) to the applicant in writing and grant the latter at least 15 days to submit observations.
