28. (Repealed).

28. Upon and after the adoption of a resolution under section 27, no permit for construction, reconstruction, relocation, alteration, additions, location or repair shall be issued by the municipality with respect to any building in the territory described in the resolution, without the authorization of the Corporation.
Furthermore, it is forbidden to make any division or subdivision plan of land in the territory described in the resolution after it is adopted, or to amend or annul the book of reference of a division or subdivision.
