13.Where the permit holder does not agree on the amount of the indemnity determined by the Minister pursuant to section 12, the permit holder may require within 60 days after receipt of the Minister’s notice that the amount be determined by arbitration conducted in accordance with the rules of the Code of Civil Procedure (chapter C-25.01), with a notice to the Minister to the effect that the Minister is to appoint his or her own arbitrator.
