16. Every regional council is a legal person.
16. Every regional council shall be a corporation within the meaning of the Civil Code of Lower Canada and it may, within the scope of the standards established for that purpose by the regulations, exercise all the powers of such a corporation in addition to the special powers conferred upon it by this Act.
It may in particular borrow and hypothecate its immovables.
