114. The clinical staff advisory council and the council of physicians, dentists and pharmacists may make by-laws for their internal management, the creation and functioning of committees and the pursuit of their objects. Such by-laws come into force on approval by the board of directors.
In the case of a hospital centre, the council of physicians, dentists and pharmacists must constitute the committees determined by by-law.
Notwithstanding the Act respecting Access to documents held by public bodies and the Protection of personal information (chapter A-2.1), the records and minutes of the council of physicians, dentists and pharmacists and of each of its committees relating to the carrying out of responsibilities described in subparagraphs 1 and 2 of section 112 are confidential. No person may gain access to them except members of the council and of its committees, the Commission and the representatives of a professional order in the performance of functions assigned to it by law. The executive committee of the council of physicians, dentists and pharmacists has access to the records and minutes of its committees.
