18. On the recommendation of the Board and on an order of the Gouvernement, the Minister of Finance may pay to any municipality a sum not exceeding fifty per cent of the capital cost of the construction and of the establishing, in or for the service of any rural municipality, of lines and main transmission cables, transformers, meters and secondary electric service lines on the public highway, required for the delivery of power in any rural municipality.
The Minister of Finance may, furthermore and upon the same conditions, lend to such municipality an additional sum not exceeding twenty-five per cent of such capital cost, for a period of thirty years, with interest at four per cent.
