171. The committee, after giving the person an opportunity to submit observations, shall make a determination on the record and may render either of the following decisions:
(1)  affirm, cancel or vary the decision; or
(2)  refer the case for re-examination and maintain the decision pending review.
In the case of a referral for re-examination, a member who participated in the review may not participate in the re-examination or in the subsequent review of the decision resulting from the re-examination.
