The Government may, if it considers it warranted by exceptional circumstances, such as full funding by private sources, or where major financial, scientific or technological repercussions on the activities of an institution are at stake, permit the Minister to exclude a project involving the construction of an immovable from the application of all or some of the provisions of a regulation made under the second paragraph of section 485.
The Government may, in that case, establish other specific terms and conditions for the carrying out of the project concerned.
