19.3. A fund for the benefit of detained persons may be established in a house of detention, in the manner provided for by regulation.
Where such a fund is established, the warden of the house of detention shall withhold from the remuneration owing to a detained person the percentage fixed by regulation and pay into the fund the sum so withheld.
The sums paid into the fund shall be utilized for the benefit of the persons detained in the house of detention, or to remunerate a detained person employed in a programme of remunerated activities established for the benefit of the other detained persons.
The Government may, on such conditions as it may determine, guarantee, out of the consolidated revenue fund or otherwise, the payment in capital and interest of any loan or assume the cost of any other obligation contracted by the fund for the benefit of detained persons.
