24. The fire safety cover plan adopted by the council of the regional authority comes into force on the 90th day after the regional authority receives the certificate of compliance issued by the Minister, or at an earlier date set by the regional authority.
A notice specifying the date of coming into force of the fire safety cover plan must be disseminated by any means enabling the population concerned to be informed.
If the notice is not disseminated before the date of coming into force of the fire safety cover plan, the regional authority and the municipalities that are part of it shall bear the legal costs of a liability suit to which section 47 applies and that is brought against them with respect to an event that occurred before the notice was disseminated, even if they are exempt from liability under that section.
