24. No person may, except with the express authorization of the owner of a guideway, undertake construction or maintenance work, in respect of any works, within the right-of-way of, above or below the guideway; the determination of the location of a trail or path intended for public use is, in particular, subject to such authorization.
The owner of the guideway must inform all operators of any work so authorized.
