50. When examining a file, the Minister must give the applicant the opportunity to present observations.

50. The board must give, to the person who rendered the decision and to the appellant, in the manner it deems appropriate, a notice of at least five clear days of the date, time and place where they may be heard.
If a party convened under this section does not appear, or refuses to be heard at the sitting fixed for that purpose, the board may nevertheless conduct the hearing.
