11. (Repealed).

11. Three commissioners including the chairman are a quorum of the board.
In case of a tie-vote, the chairman has a casting vote.
Notwithstanding the first paragraph, the board may designate a commissioner to sit alone at an inquiry or to act alone for the purposes of Chapters IV and V and Division I of Chapter VI.

Notwithstanding the first paragraph, one commissioner may sit alone at a hearing held pursuant to this Act. Only a commissioner may also exercise the powers conferred on the board under sections 44.2 and 44.3.
