9. The fees of the clerk of the sessions of the peace, or clerk of any justice or justices out of sessions, shall be ascertained, appointed and regulated as follows:
The justices of the peace, for the several districts, shall, from time to time, as they see fit, make tariffs of the fees which in their opinion should be paid to the clerks of the sessions of the peace, and to the clerks of the justices of the peace within their several jurisdictions; which said tariffs shall be laid before the Minister of Justice, who, as he sees fit, may alter such tariff of fees, and subscribe a certificate or declaration that the fees specified in such tariffs, as made by such justices, or as altered, are proper to be demanded and received by the clerks of the sessions of the peace, and the clerks of the several justices of the peace respectively; and shall cause copies of such tariffs of fees to be transmitted to the several clerks of the peace, to be by them distributed to the justices of the peace within their several districts respectively, and to be by the said justices of the peace placed in the hands of their clerks respectively.
