61. In any contestation or dispute referred to in section 59 or 60, the petitioner shall, with the petition, deposit with the secretary of the Ministère de l’Agriculture, des Pêcheries et de l’Alimentation a sum of $50 as security for costs; failing such deposit, the petition shall not be received.
The Minister of Agriculture, Fisheries and Food may summon witnesses in accordance with the Code of Civil Procedure (chapter C-25).

61. In any contestation or dispute referred to in section 59 or 60, the Minister of Agriculture, Fisheries and Food may summon witnesses for either or both parties, fine them in case of default to appear, condemn the party in default to the payment of costs and certify the amount thereof, which shall be recoverable by action before any court of competent jurisdiction.
The said fine shall be recoverable before any justice of the peace, and payable to the agricultural society, party to the said contestation.
The petitioner, complainant or plaintiff shall, together with the petition, complaint or declaration, deposit with the secretary of the Ministère de l’Agriculture, des Pêcheries et de l’Alimentation a sum of $50 as security for costs; and failing such deposit the petition, complaint or declaration shall not be received.
