82. In addition to its other regulatory powers under this Act, the Government may, by regulation,(1) establish standards for ensuring effective disaster risk management or an optimal response to disasters, to the extent that doing so does not encroach on the specific field of jurisdiction of another regulatory authority, or make the standards developed by another government or a standards organization mandatory; and
(2) determine, among the provisions of a regulation made under this Act, those whose violation constitutes an offence, and indicate, for each offence, the fines to which the offender is liable, which may not exceed $10,000.
