Every person who contravenes this Act or a regulation or refuses to conform to a decision or order rendered under this Act or the regulations or incites a person to do so, is guilty of an offence and liable to a fine of not less than $200 nor more than $500 in the case of a natural person, and to a fine of not less $500 nor more than $1,000 in the case of a legal person.
For any subsequent offence, the fines provided for in the first paragraph are increased to a minimum of $500 and a maximum of $1,000 in the case of a natural person and to a minimum of $1,000 and a maximum of $2,000 in the case of a legal person.
