Unless, in the Commission’s opinion, special circumstances justify a more expeditious procedure, the Commission may, for the establishing of a minimum wage ordinance, convene a joint conference consisting of a member of the Commission chosen by the latter, who shall be chairman exofficio, and of representatives of the employers, of the employees and of the public, selected in equal number for each group by the employers, the employees and the Commission.
