35. In no case may the tariff prescribe, for the supply, transmission or delivery of natural gas, higher rates or more stringent conditions than are necessary to ensure, in particular, that the capital expenditures and operating costs are met, that the stability of the undertaking and the normal development of the distribution system are maintained or that the distributor obtains a reasonable return on his rate base.
The same applies to the storage of natural gas by any person who operates a reservoir for that purpose.
