80. The planned development of the Deux-Montagnes REM line for the REM project in the territory of the Communauté métropolitaine de Montréal is not and has never been subject to the environmental impact assessment and review procedure provided for in Division IV.1 of Chapter I of the Environment Quality Act (chapter Q-2).
As regards the construction of the Sainte-Anne-de-Bellevue, Aéroport and Rive-Sud REM lines in the territory of the Communauté métropolitaine de Montréal, the certificate of authorization issued under (O.C. 458-2017, 2017-05-03) and the environmental impact assessment and review procedure preceding the making of the Order in Council, including all decisions rendered and all other acts performed by the minister responsible for the administration of the Environment Quality Act and by the Bureau d’audiences publiques sur l’environnement, are deemed to be in compliance with the Act.
