19. A recognized home educational childcare providers association notifies the Minister in writing of the amount it has set as dues.
Within 30 days after receiving such notification, the Minister withholds these dues from the subsidies payable to home educational childcare providers, whether or not they are members of the association, and remits the dues to the association each month.
