54.1. Every prime contractor who makes an agreement, directly or through an intermediary, with a contractor who does not hold the licence required under the Building Act (chapter B-1.1) shall be severally liable with such contractor and any intermediary or sub-contractor thereof, for the payment of the wages fixed by the collective agreement.
