8. The Council shall advise the Minister on any question he submits to it respecting the matters contemplated by this act.

It may also, on its own initiative or at the request of groups or persons, formulate an opinion on any policy pertaining to the environment.

It may, for such purposes, prepare the required assessment statements.

It may also undertake the study of any question pertaining to the quality of the environment.

It may receive and hear the petitions and suggestions of individuals and groups on any question contemplated by this act.
