46.11. In accordance with the conditions prescribed by regulation of the Government, the Minister may periodically publish summaries of emission allowance transactions or sales by auction or agreement and provide any other information respecting the cap-and-trade system, including a list of the emitters and other persons registered in the system.

46.11. 46.11. To provide for emission allowance accounting and tracking, the Minister maintains a public register of emission allowances containing the names of the holders of emission allowances, the number and type of emission allowances credited to their respective accounts and any other information determined by regulation of the Government.
