129.2. Section 110.1 applies to offences committed after (insert here the date two years before the date of coming into force of section 16 of the Act to amend the Environment Quality Act); however, it applies to offences committed before that date where false representations have been made to the Minister, to a functionary referred to in section 119, 119.1, 120 or 120.1 or to a person exercising the powers conferred by those sections and where the offences relate to hazardous materials.
