49. The Minister shall formulate an emergency plan containing comprehensive measures applicable to those responsible for sources of contamination in case of air pollution. Total or partial putting into force of such plan may be ordered in the whole or part of the territory of a municipality by the Government when it considers that the degree of air pollution warrants it. Any person contemplated must then, notwithstanding any inconsistent general law or special Act, take all the measures prescribed by the Minister in accordance with that plan.
